In the Cook Islands the following Councils control aspects of their professions:

Medical and Dental Council

Functions of Council –

(1) The functions of the Council shall be to control professional and ethical standards of medical and dental practice. Particularly –

(a) To establish and maintain registers of persons who by reason of their qualifications are entitled to practice medicine or dentistry;

(b) To regulate private medical and dental practices;

(c) To maintain discipline within the Medical and Dental professions;

(d) To advise and make recommendations to the Minister in respect of any matter affecting medical or dental practices in the Cook Islands.

(2) The Council shall make such decisions, determinations, give such directions and consents and do such other acts and things as are provided for in this Act and as may be necessary for the effective administration of this Act.

Members of the Medical and Dental Council are as follows:

  1. Secretary of Health
  2. Registrar
  3. Chairman
  4. Secretary
  5. Treasurer and dental representative
  6. Community Representative

Nurses Council

Functions of the Council

(1) It shall be the function of the council

(a) To establish and keep in such manner and in such parts as the Council considers desirable a register of nurses;

(b) To arrange for and regulate courses of training for nurses and the examination of such persons seeking admission to the register;

(c) To make such provisions for the issue of certificates to nurses registered under this Act, and wearing of such badges and uniforms by persons as the Council considers expedient;

(d) To regulate, supervise and restrict within due limits the practices of nurses whether registered or not;

(e) Generally, within the scope of its authority, to do whatever may in its opinion be necessary for the effective administration of this Act.

(2) A certificate under the seal of the Council authenticated by the signature of the Chairman and the Registrar stating that any person is or was at any date, or was not at any date, duly registered under this Act shall be conclusive evidence in any court of law of the facts stated in such certificate.

Members of the Nursing Council are as follows:

  1. Secretary of Health
  2. Chairperson 
  3. Registrar/CINA Representative
  4. Practicing Nurse Representative
  5. Ministry of Education
  6. Community Representative

Allied Health Professionals

Means any person practising or purporting to practise any of the allied health professions, whether for reward or otherwise by persons of any of the following:

  1. Pharmacists
  2. Optometrists
  3. Psychologists
  4. Acupuncturists
  5. Radiographer
  6. Physiotherapists
  7. Speech therapists
  8. Occupational therapists
  9. Chiropractors
  10. Podiatrists
  11. dieticians and nutritionists
  12. naturopaths
  13. laboratory and other technicians
  14. hygienists or assistants in relation to health services
  15. ambulance officers and para-medics
  16. traditional healers
  17. any other medical related occupation or service prescribed by Regulations to be an allied health professional
