Sewage Treatment Improvement Program
c. SEWAGE TREATMENT SYSTEM UPGRADE ASSITANCE FUND

Because the sewage regulations require a substantial improvement in the standard of sewage system design, construction, installation, and inspection, the costs for managing sewage are expected to increase. Septic tanks and properly designed land application systems will be more expensive to construct. The involvement of more qualified personnel is also expected to raise the overall cost to the developer. For this reason, a fund to assist with sewage system upgrades is proposed. This will require additional resources to administer but it is expected to smooth the transition from cheaper, less effective sewage systems that are currently being installed ($1,300/household) to more expensive systems that meet the new sewage treatment standards, protect public health and the environment ($4,000-$12,000/household). An option may be a scheme similar to the low interest loan scheme in Hawaii known as the "Clean Water State Revolving Fund"
