Sewage Treatment Improvement Program
a. PUBLIC HEALTH (SEWAGE) REGULATIONS

Public Health (Sewage) Regulations were passed by Order in Executive Council in January 2008

  • Establish the Sewage and Sanitation Board
  • Establish a Public Health Sewage Code
  • Establish a Register of Sanitary Professionals and Technicians
  • Establish a Register of Septic Tank Manufacturers
  • Establish a Register of Sewage Treatment Unit Designs
  • Set operational standards and clarify responsibilities for maintenance
  • Outline the process for obtaining Sewage Construction Permits and Completion Certificates
  • Require a maintenance contract between the owner of a secondary/advanced treatment system and the Registered Servicing Agent of that system
  • Require the owners of moderate and high load systems to test their treated effluent on a regular basis
  • Prescribe when septic tanks must be desludged
  • Require the upgrade of existing sewage treatment systems that are not to standard
  • Outline the process for obtaining permits for building alterations and extensions
  • Establish a Lagoon Protection Zone where higher standards of treatment will be required
  • Establish penalties for non-compliance
