Critical, Preparedness, Readiness, and Response Plan to COVID-19 May 2020

This Plan outlines Te Marae Ora’s health systems strengthening measures, in order to be in a position of readiness to respond effectively, and mitigate the threat and impact of COVID-19.


This plan outlines essential health services and core health functions that must continue despite changes to the infection transmission scenarios.

Core minimum requirements to ease public health restrictions:

  1. Incident management system (IMS) structure and resourcing reflect epidemiological situation
  2. Surveillance, rapid response, case investigation and contact tracing
  3. Risk communication and community engagement
  4. Domestic travel considerations
  5. Essential health services
  6. Infection prevention and control measures
  7. Mental health and psychosocial support
  8. Laboratory
  9. Case management and clinical preparedness
