National Communications Consultant Climate Change & Health Communication and Implementation Plan 2026–2030

Te Marae Ora (Cook Islands Ministry of Health) invites applications for a Communications Consultant to lead the development of a Climate Change and Health Communication and Implementation Plan (2026–2030).
The consultancy will focus on translating climate and health data into clear, effective public communication across Te Marae Ora’s five directorates, while supporting the implementation of actions that strengthen health system resilience. The role places strong emphasis on gender-responsive approaches, community engagement, and inclusive communication to ensure vulnerable and priority populations are reached.
Key Responsibilities:
- Develop a Climate Change & Health Communication and Implementation Plan
- Conduct situational analysis and stakeholder consultations
- Design a Monitoring Evaluation and Learning (MEL) framework
- Present findings to key stakeholders
Requirements:
- Degree in Communication, Public Health, Climate Change or related field
- Proven experience in communication strategy development
- Experience in climate change, health and gender issues (Pacific context preferred)
- Strong analytical, report writing and stakeholder engagement skills
- Excellent English communication skills
