Reporting to: ATOM Project Manager, Te Marae Ora (TMO)
Under the Akamatutu’anga To Tatou Ora’anga Meitaki (ATOM) – Building a Healthy and Resilient Cook Islands Community – One Block at a Time, Te Marae Ora is seeking an experienced Climate Change and Health Adaptation Plan (CCHAP) Consultant. The position will lead the review and update of the Cook Islands CCHAP and develop a practical implementation framework to strengthen health sector resilience to climate change.
Key Responsibilities
- Review climate change and health assessments, policies, and relevant data.
- Conduct climate-sensitive health risk, vulnerability, and adaptation analyses.
- Facilitate stakeholder consultations and validation processes.
- Update the CCHAP and develop an implementation and monitoring framework.
- Ensure alignment with national health, climate adaptation, and reporting frameworks.
- Prepare and submit consultancy reports and deliverables.
Key Deliverables
- Inception Report & Workplan (Month 1)
- Climate-Sensitive Health Risk, Vulnerability and Adaptation Analysis Report (Month 2)
- Draft Updated CCHAP & Implementation Framework (Month 3)
- Final CCHAP, Communication Plan & Completion Report (Month 4)
Qualifications and Experience
Applicants should have:
- Medical science qualifications and advanced postgraduate qualifications in public health, epidemiology, community health, or related fields.
- At least 8 years’ experience in climate change and health.
- Demonstrated experience developing or implementing CCHAPs, HNAPs, or similar frameworks.
- Strong analytical, research, stakeholder engagement, and report-writing skills.
- Experience working in the Pacific region and familiarity with Cook Islands systems will be an advantage.
